  • Every motor vehicle, when used, shall carry two number plates given by the relevant authority of the Traffic Department.
  • No person may learn to drive a motor vehicle or motorized bicycle before having obtained a permit.
  • Public morals offense in a vehicle or fleeing the scene of traffic accident is an imprisonments for a period of three months and a fine not less than 150 dinars.
  • Any act of driving in a hazardous or negligent way that threatens the life of the driver or others, by imprisonment for more than one year. It shall be forbidden to sell or operate a vehicle in violation of the rules concerning color, transparency, and tinting of vehicle windows according to the related specifications.
  • Whoever fails to switch on the lights required for the movement of a motor vehicle shall be punished with a fine between 45 and 75 dinars.
  • Human life shall be taken by a car while driving under the effect of alcohol or drugs, the penalty shall be an imprisonment term not exceeding two years and/or a fine not exceeding 3,000 dinars.
  • In the case of an accidental killing or injury, the police or investigator recording the incident may seize the license or operating permit of the vehicle and refer it to the relevant authority within 24 hours.
  • To drive a motor vehicle that makes excessive noise, or sends out great amounts of smoke, foul fumes, or drops hazardous, inflammable, or harmful materials is prohibited. Similarly, loads falling or affecting the stability or safety of the vehicle include unfit tires, and it is a violation.
  • The intentional submission of false information on official forms or applications to obtain licenses, permits, or replacements constitutes a violation.
  • To transfer a vehicle at such high speeds as to cause tires to produce disturbing sounds is forbidden.
  • The Minister of Interior may determine the quota of motor vehicles licensed by the General Traffic Department except for private cars licensed to Kuwaiti citizens, against which no quota shall be placed. When a quota is specified, no licence shall be granted in excess thereof.

  • The failure to give way to the traffic of government vehicles such as police, ambulances, fire trucks, civil defense vehicles, and official convoys in case of siren use, or following to overtake other vehicles, is prohibited.
